| The law is so far behind on making sense out of any of this and as we know from the past, the users will always be one step ahead on how to block or expose an alternative IP address. Heck why not setup your own DNS, or pay a nominal fee for a service and do whatever you like. It's like making phone calls from your friend's unlisted number, back in the 80s.
